HOW TO MAKE ENEMIES ON THE INFOBAHN

THE FLAMES ALMOST MELTED Martha Siegel's and Laurence Canter's PC screens.  Last spring, in an affront to Internet etiquette that gained them national notoriety, the Scottsdale (Ariz.) husband -and-wife legal team flashed an ad for their immigration-law practice to thousands of Internet forum groups.  Outraged Net users weighed in with a barrage of nasty messages.  Canter and Siegel were unrepentant.
     So now, they are bringing out a book telling others how to do what the did.  How To Make a Fortune on the Information Superhighway is due out in November from HarperCollins, which plans an ambitious first printing of 100,000 copies.  The publishing house says it has already been bombarded with faxed from enraged cybernauts.
     But Canter and Siegel don't care, saying they got loads of business from their Internet ad, and others should benefit form their example.  "It's legal, it's valid, and it's moral," says Siegel.
